Cyber, Economic and Financial Crimes Training with the Judiciary of Zambia

Overcoming economic and financial crime is crucial to Africa’s development agenda. Detection and prevention of economic and financial crimes is a priority for law enforcement institutions.

Against the backdrop of a recently enacted Cyber Security and Cyber Crimes Act number 2 of 2021 aimed at bringing the cybercrime enforcement mechanism up to speed with emerging trends across the globe and to make the mechanism more effective in detecting cyber-crime, the AGA-Africa Programme extended its support.

To facilitate capacity building in the area of cyber, economic and financial crimes, the AGA-Africa Programme collaborated with the Judiciary of Zambia on a highly engaging training held on 5th-6th December 2022.   

The training was aimed at equipping judicial officers with the necessary practical tools to enable them to adjudicate on such matters with ease and efficiency as well as to acquaint them with the current trends on e-crimes and intricacies involved in presiding over such cases.

The workshop brought together High Court Judges of Zambia and Magistrates drawn from the Economic and Financial Crimes Division, local, regional and international subject matter experts from Nigeria, Malawi, United States and Zambia.

The workshop was officially opened by Dr. Freda Mwamba Brazle, AGA-Africa Country Coordinator for Zambia.

The event kicked off with keynote addresses from His Lordship, Hon. Dr. Mumba Malila, Chief Justice of the Republic of Zambia and Hon. Justice Mongeni Mulenga, Chairperson, Advisory Committee on Training and Continuing Education.

The highly engaging sessions were facilitated by Jeffrey Welty, Special Deputy Attorney General North Carolina Department of Justice, Hon. Justice Peter Kelley, Rtd. President of the High Court of Ireland, Davies Chimota, Physical Scientist, Zambia Police Service, Gloria Mayunda, Advocates of the Superior Courts of Zambia, Hon. Justice Redson Kapindu, Judge of the High Court of Malawi, Abbah Usman, Financial and Digital Forensics, Economic and Financial Crimes Commission, Hon. Justice Chalwe Mchenga SC, President of the Court of Appeal, Nkhuzimba Mumba, Assistant Senior Advocate, National Prosecution Authority, Alick Mponela, Legal Officer, Zambia Information and Communications Technology Authority, Hussein Khan, Public Relations Officer, Drug Enforcement Commission, Margaret Chitundu, Deputy Chief State Advocate, National Prosecution Authority, Hon. Justice Mwape Bowa, Judge, High Court of Zambia, Rodgers Kaoma, Resident Magistrate, Zambia Institute of Advanced Legal Education, Zambia and Chipalo Bako, State Counsel, National Prosecution Authority.

His Lordship, Hon. Dr. Mumba Malila, Chief Justice of the Republic of Zambia gave closing remarks.

The workshop was brought to a close by Dr. Freda Mwamba Brazle, AGA-Africa Country Coordinator for Zambia who thanked all the participants for attending.
